BHEL's response to reports published in few national and regional dailies in connection to review of current status of power projects under execution by BHEL in UP by Hon'ble Chief Minister of UP
New Delhi, November 6: Hon’ble Chief Minister of Uttar Pradesh reviewed the current status of power projects under execution by BHEL in Uttar Pradesh in a meeting held at Lucknow on 04th November 2012. In the meeting, it was conveyed by BHEL that out of total six new units (two each at Harduaganj, Parichha & Anpara), three units have already been commissioned by BHEL. Further, one more unit at Parichha is ready for commissioning since 30th Sept’12 and is awaiting replacement of the failed generator transformer (not of BHEL supply) from UPRVUNL.
For Anpara-D thermal project in Sonbhadra district, UP, the Hon'ble Chief Minister was appraised of initial delays of commencement of activities from UPRVUNL and specific constraints being faced by BHEL currently in the execution of this contract. BHEL expressed its concerns and sought specific help and cooperation from the Govt. of Uttar Pradesh, to ensure that there are no further delays in the project schedule due to non-availability of ‘aggregates’ for carrying out civil works due to closure of ‘Dala’ mines and poor law & order situation at site.
For Renovation and Modernisation projects at Obra, Harduaganj and Parichha thermal stations, it was decided by Hon’ble Chief Minister that a joint programme for the balance activities should be made to expedite the pending jobs and should be monitored by Chief Secretary regularly.
Subsequent to the above meeting, reports have been published in few national and regional dailies indicating that the delays in project execution are attributable to BHEL only. And BHEL has been unilaterally asked to complete the projects under execution by June, 2013.
It is here reiterated that the statements / inferences as published in the news reports are far from the truth. BHEL would like to clarify the same as under:
Hon'ble Chief Minister and Uttar Pradesh government officials had acknowledged the concerns raised by BHEL during the meeting and had assured full support to BHEL on behalf of state government and UPRVUNL to resolve all issues on top most priority. BHEL had also specifically informed that their commitment to commission the first unit of Anpara project by Jun'13 was made six months ago. But since the closure of Dala mines in the nearby area which used to feed ‘aggregates’ for the construction, the civil works at site have been severely hampered due to shortage of grit stones, and committed schedule needs to be once again jointly worked out with UPRVUNL. It was therefore decided that BHEL, UPRVUNL and Govt. of UP will work out a detailed plan for commissioning of Anpara as well as other projects.
In fact, the meeting had taken place in a very cordial environment and BHEL’s concerns were fully appreciated by Hon’ble Chief Minister and senior officials of UP, who also assured full support to BHEL. During the meeting, BHEL’s CMD, Sh. B.P. Rao had assured that BHEL would work to its maximum capacity to assure completion of all projects being executed in the state within the jointly decided time frame while ensuring the highest quality standards.
